Works Council Co-Determination — SAP SuccessFactors
Works council co-determination project for one of Germany's largest technical inspection and certification organisations — designing and leading the first formal works council engagement for a SAP SuccessFactors Recruiting implementation.
The challenge
The organisation was scoping a SAP SuccessFactors Recruiting implementation and had not yet engaged the works council. Works council representatives had significant concerns about data collection, algorithmic processes, and the implications for candidate and employee data. The co-determination requirement needed to be satisfied before implementation could proceed.
Our approach
Designed and led the end-to-end co-determination engagement: information phase, formal consultation, documentation of requirements and concerns, and negotiation of the works agreement. Produced the technical documentation required — data flows, processing rationale, retention schedules — and negotiated the terms governing platform use.
Outcome
Works agreement reached, enabling implementation to proceed without delay. The framework developed here became the basis for multiple subsequent works council engagements across German enterprise clients.
