The challenge
The organisation's recruiting operation was structurally misaligned with its hiring volume and business requirements. Processes were inconsistent across business units, the ATS configuration did not reflect actual recruiting workflows, and the works council required formal co-determination for all TA technology changes. A comprehensive overhaul was needed across process, technology, and compliance dimensions simultaneously.
